Fresh Documents Show FG Approved Recruitment for PFIPC Before Declaring Agency Non-Existent

Fresh documents have emerged indicating that the Federal Government approved the recruitment of 300 personnel for the Presidential Foreign Intervention Promotion Council (PFIPC) in August 2025, months before the Presidency publicly disowned the agency and accused its alleged Director-General, Prince Adeniyi Adeyemi, of forgery and impersonation.

The documents, now at the centre of the controversy surrounding the PFIPC, reveal that the Office of the Head of the Civil Service of the Federation granted the council a recruitment waiver despite an existing embargo on employment into the federal civil service.

According to the approval letter dated August 7, 2025, and signed by the Director of Organisation Design and Development, Mimi Abu, the waiver authorised the council to recruit 300 employees across various cadres.

The approval was reportedly copied to the Office of the Secretary to the Government of the Federation (SGF).

300 Positions Approved

The document showed that the approved recruitment covered senior management, administrative, technical and support positions within the council.

Among the positions approved were 10 directors on Grade Level 17, 20 assistant directors on Grade Level 15, 44 administrative officers, 45 planning officers, six statisticians, 32 commercial officers, 22 investment promotion officers, 26 accountants, 10 legal officers and 13 procurement officers.

Other vacancies included programme analysts, information officers, executive officers, data processing personnel, confidential secretaries, technical officers, drivers and mechanics.

The Office of the Head of the Civil Service, however, stipulated that the approval was strictly based on the agency’s approved 2025 establishment structure.

The council was also directed to obtain clearance from the Budget Office of the Federation before commencing the exercise, comply with the Federal Character principle and reserve five per cent of the available positions for persons living with disabilities.

The letter further warned that the agency must not exceed the approved recruitment quota and noted that officials from the Office of the Head of the Civil Service would monitor the exercise.

Adeyemi Celebrated Approval

A day after the waiver was reportedly issued, Adeyemi publicly acknowledged the development, thanking President Bola Tinubu for approving the recruitment exercise.

In a message shared on social media at the time, he wrote:

“Mr. President, we are growing because you believe in us.”

Adeyemi also announced plans to establish offices in all 36 states and the Federal Capital Territory, while disclosing an ambitious expansion strategy involving the creation of 127 offices across different countries.

He described the development as a major boost to the council’s objective of promoting Nigerian businesses and attracting foreign direct investment.

Presidency Maintains Agency Does Not Exist

The newly surfaced documents come amid the Federal Government’s ongoing prosecution of Adeyemi.

The Presidency has consistently maintained that the Presidential Foreign Intervention Promotion Council is not a recognised government agency and accused Adeyemi of forging appointment letters and other official documents to falsely present himself as the council’s Director-General.

The Federal Government has since filed criminal charges against him before the Federal High Court, accusing him of conspiracy, forgery, impersonation and the use of forged presidential documents.

The latest revelations are expected to intensify public scrutiny of the case as questions continue to emerge over the existence and official status of the PFIPC.
