Nigerian Air Travellers to Pay $11.5 Security Levy from December 1

Starting December 1, 2025, all international travellers — both inbound and outbound — from Nigeria will be required to pay a $11.5 security levy, following the introduction of the Advance Passenger Information System (APIS).

The new levy, according to aviation authorities, is designed to enhance national and border security by improving passenger data collection and monitoring at all entry and exit points.

The Advance Passenger Information System will enable security agencies to receive passengers’ details ahead of arrival or departure, helping to detect potential threats, verify travel records, and streamline border operations.

However, the announcement has sparked mixed reactions among travellers and industry stakeholders, with some describing the new charge as another layer of burden on air passengers already facing high travel costs.

Officials say the measure aligns with international aviation standards and will strengthen Nigeria’s global aviation security framework.

More details are expected from the Federal Airports Authority of Nigeria (FAAN) and the Ministry of Aviation in the coming days on how the levy will be collected and implemented.
